Of missing encodings
Description
MoarVM currently supports the following encodings: utf8, utf8-c8, utf16, utf16le, utf16be, utf32, ascii, ISO8859-1, windows-1251, windows-1252, windows-932, gb2312, gb18030. Most notably, utf32le and utf32be, and all of the other ISO8859- are missing. The output of “iconv –list” shows a lot more (note: each line is 1 encoding, with its alternate names):

It would be great, and a good selling point for Raku, to have all of these encodings supported by MoarVM.
Expected outcomes
To have transparent support for all of these encoding when opening a file, or reading data from a socket, or whatever.
Required skills
This would require C-programming skills, and capabilities for reading standards and writing tests for them.
Rating
I think this is a medium hard project, as many encodings are already supported, so in a way it could be a matter of copy-pasting and adjusting the right tables. Or not, when the table approach would not work, or is unadvisable because of performance and memory aspects.
